Los asociados al PFC HIPC de DRI participaron en el foro anual de miembros del Servicio de Gestión de la Deuda (DMF en inglés), organizado conjuntamente por el Banco Mundial y Seco en Berna. Entre los principales aspectos analizados se incluyeron las lecciones aprendidas en 20 años de alivio de la deuda y la reciente reestructuración de la deuda, la prudencia en los préstamos y el endeudamiento sostenible, la deuda subnacional, el desarrollo de los mercados de deuda interna, y los desafíos futuros en la gestión de la deuda. DFI fue contratado por el Gobierno de la República Kirguiz para capacitar a funcionarios del gobierno en el uso de la última metodología LIC-DSF. La capacitación fue organizada por el Ministerio de Finanzas y estuvo abierta al personal de diversos departamentos del Ministerio y del Banco Central. Esta capacitación incluyó presentaciones sobre la metodología y la plantilla DSF. En los últimos dos días los participantes pudieron practicar con algunos ejercicios específicos de su país.
This paper argues that the surge in capital flows to developing and transition countries is generating exchange rate appreciation and exposing them to greater instability: developed countries will not be able to sustain their low interest rate policies indefinitely, and rises in interest rates in the past (particularly in the US) have led to crises in developing countries.
DFI participated in a joint mission with the World Bank to Sao Tome and Principe. The mission met with officials from the Central Bank, Ministry of Foreign Affairs and the Ministry of Finance as well as commercial banks operating in the country. The main objective of the mission was to evaluate the existing debt management capacity in the country within the framework of the Debt Management Performance Assessment (DeMPA). At the end of the stay, the mission presented the national authorities with a preliminary assessment.
DFI was recently commissioned by the UN DCF to prepare a background study analysing the quantity and quality of aid in LDCs and outlining possible elements for an LDC accountability framework that builds on existing review processes. The study was discussed at the Fourth United Nations Conference on Least Developed Countries (LDC-IV) held from 9 to 13 May 2011 in Istanbul, Turkey to review the Brussels Programme of Action (BPoA) and agree on a new Programme of Action (IPoA) for LDCs. DFI helped to facilitate this symposium, preparing a background paper and chairing a panel on developing a comprehensive accountability framework for development cooperation for LDCs, and preparing a presentation on national-level mutual accountability. The symposium also covered issues of development effectiveness and results, ownership and conditionality, and accountability in aid for education. DFI and the Global Economic Governance Programme at University College Oxford conducted a joint mission to the World Economic Forum in order to meet with African business people and pilot the private sector questionnaire for the African Development Bank Client Survey. The meeting yielded useful preliminary findings towards the survey, and helped to improve its methodology.
DFI and GEG held the first workshop for government managers of AfDB financing officials, jointly with the Government of Mali and the AfDB. In the workshop 25 officials from 18 countries evaluated the AfDB's policies and procedures using the HIPC CBP system for evaluating different sources of government financing. They also discussed broader issues such as decentralization, AfDB internal evaluation systems, transparency and communication, and partnership with other African institutions, and produced wide-ranging recommendations for improving AfDB performance. Como resultado de la participación en las Reuniones de Expertos celebradas en el cuarto trimestre de 2010, se asignó a la UNCTAD un Gerente de Programa para trabajar sobre los vínculos de la IED con otros flujos financieros. Durante ese período, realizó aportes a las secciones relacionadas con estos aspectos del World Investment Report 2011, publicado recientemente , which has recently been published.
Un Gerente de Programa de DFI asistió a la Conferencia y Feria de PMME en Botswana, donde representó a la UNCTAD por invitación de la Autoridad Empresarial Local. La Conferencia se refirió al desafío que representa la diversificación económica en el contexto de la reducción de ingresos provenientes de recursos naturales, y el crecimiento conducido por el sector privado a través de las PMME. El Sr. Bhinda realizó una presentación sobre las tendencias y perspectivas mundiales de la IED. En la Feria se exhibieron productos y servicios de las PMME. Los eventos registraron una muy buena asistencia de expertos nacionales, regionales e internacionalesthe.
