Legal mandate and confidentiality
Data gathering and compilation needs to be backed by the appropriate legal mandate. Ideally, this includes penalties for non-compliance, which may be quoted in addition to using moral suasion to encourage cooperation.
As important, survey questionnaires and awareness creation strategies need to underline the message that any data provided would be treated in strictest confidence, again indicating any penalties for breach of confidence.
The legal mandate may help to promote response rate, but reassurances of confidentiality can help to ensure that the data provided is more reliable.
